This bill proposes the addition of a new section, designated 1716A31, to the Code of West Virginia, specifically addressing the cessation of tolls on the West Virginia Turnpike. It stipulates that once all bonds related to parkway projects have been fully paid or sufficient funds have been set aside for their payment, and provided that the projects are in good condition as determined by the Commissioner of the state Division of Highways, the projects will be transferred to the state Division of Highways. Following this transfer, the maintenance of the Turnpike will be conducted free of tolls.

Furthermore, the bill mandates that within 90 days of the final bond payment, the Parkways Authority or its successors must discontinue toll collection on the West Virginia Turnpike, and all associated toll facilities must be removed. The intent of this legislation is to ensure that tolls are eliminated once the financial obligations tied to the Turnpike are fulfilled, thereby allowing for free access to this roadway for the public.
