The bill aims to amend the Code of West Virginia by introducing a new article that establishes requirements for clothing allowances and approved necessities for children in the legal custody of the Department of Human Services. It defines key terms such as "approved necessities," "adequate wardrobe," and "initial clothing allowance," and outlines the process for assessing a child's needs at the time of initial placement. The placement provider, in collaboration with a child welfare worker, is responsible for determining whether a child has an adequate wardrobe and approved necessities, and if not, for seeking an initial clothing allowance to cover these needs.

Additionally, the bill specifies that the initial clothing allowance will be a minimum of $375 and outlines three payment methods: a reloadable instant card, a purchasing card used by child welfare workers, or reimbursement to placement providers who purchase items with their own funds. The instant card is to be issued within 48 hours of placement and can be used for online or in-store purchases. The bill also mandates that the inventory of a child's clothing and necessities be updated periodically throughout their placement, ensuring that the child's needs are consistently met while in care.
