This bill proposes the establishment of the West Virginia Collaboratory, a new entity aimed at enhancing the application of research and policy expertise from state institutions of higher education for the benefit of state and local governments and citizens. The Collaboratory will be based at Marshall University and will focus on various research areas, including workforce development, public education, economic development, and natural resource management. It will conduct research projects, support educational programs, and facilitate partnerships with government and private entities. The bill outlines specific funding provisions, ensuring that appropriated funds are not used for indirect overhead costs and remain available until expended.

Additionally, the bill establishes a Collaboratory Advisory Group composed of members from the House of Delegates, Senate, and representatives from various universities, as well as citizens with relevant expertise. This group will assist in identifying research opportunities and prioritizing projects. The meetings of the advisory group will be exempt from open meetings laws, and their compiled documents will not be subject to public records requests. The Collaboratory is also required to submit an annual report detailing its activities and legislative recommendations to the Joint Committee on Government and Finance.
