This bill amends the Code of West Virginia to clarify the responsibility for reimbursing training costs for law-enforcement employees who leave their original jurisdiction for employment in another law-enforcement agency within the state. Specifically, it establishes that if a law-enforcement employee departs from their original agency after receiving training, the new agency is responsible for reimbursing the original agency for the wages, salaries, benefits, tuition, and expenses incurred during the employee's attendance at a law-enforcement training academy. This reimbursement is to be paid pro rata over a two-year period.
Additionally, the bill maintains provisions that allow governing boards, hospitals, county commissions, or municipal governments to require employees to sign a written agreement prior to attending training. This agreement obligates the employee to repay a portion of the training costs if they voluntarily leave their position within one year of completing the training. The repayment amount is calculated on a pro rata basis, reflecting the time the employee did not remain employed after training.
