This bill amends the Code of West Virginia to require the Commissioner of the Division of Highways to annually prepare and present a comprehensive highway paving plan to the Legislature. The plan will establish a routine schedule for repaving all normally asphalt-surfaced roads and will be specific to each Division of Highways district and county. The district engineer of each district will be responsible for preparing plans tailored to their respective areas.

Additionally, the bill mandates that the paving plan includes an assessment of the necessary equipment and personnel to achieve its goals, as well as an estimate of the funding required for implementation. The new legal language added to the existing law includes provisions for the establishment of a routine schedule for paved highways and the requirement for detailed planning and budgeting considerations. The bill also deletes a provision related to the design and placement of signs and markers that do not jeopardize federal highway funding.
