This bill amends the Code of West Virginia to provide classroom teachers who joined the Teachers Retirement System on or after July 1, 2015, with the option to sell up to 10 unused personal leave days back to their county board in exchange for monetary compensation. The compensation will be calculated as 80 percent of the daily pay rate for substitute teachers with a bachelor's degree and 10 years of experience, and it will be paid by June 30 of each year. Additionally, once the unused leave days are sold, they will be forfeited and will no longer be available to the teacher.

The bill also modifies the existing language regarding bonuses for unused personal leave by changing the authorization for county boards of education to "may" pay bonuses, thereby providing them with discretion in this matter. The intent of the legislation is to reduce absenteeism among educators by incentivizing them to utilize their personal leave days more effectively.
