The study aims to evaluate the effectiveness of PJM's management, assess whether West Virginia's ratepayers are receiving fair value for their investments in electricity generation, and explore the state's representation within PJM's governance. Additionally, the resolution highlights concerns over rising electric rates in West Virginia and the potential impact of recent settlements that may undervalue baseload electric generation capacity.
The study will also investigate the possibility of alternative regional transmission organizations that could better serve West Virginia's needs, including the feasibility of establishing a state-specific organization similar to Texas's. The findings, conclusions, and any proposed legislation resulting from this study are to be reported to the Legislature's Regular Session in 2026, as well as to the relevant joint interim committee focused on electric energy issues.
