The resolution, originating from the Committee on Rules and reported on April 11, 2025, calls for the Joint Committee on Government and Finance to conduct a comprehensive study regarding West Virginia's involvement with PJM Interconnection LLC, a Regional Transmission Authority that manages wholesale electricity across multiple states, including West Virginia. The resolution highlights concerns about rising electric rates in West Virginia, which have increased more significantly than in other states, and emphasizes the substantial investments made by West Virginia's electric utilities in baseload power generation. It also notes that recent proposals to cap the value of baseload electric generation capacity may undervalue these investments.
The study aims to evaluate several key aspects of PJM Interconnection's management and its impact on West Virginia's electric market. Specifically, it will assess whether West Virginia's participation in PJM is beneficial for its ratepayers, the adequacy of the state's representation in PJM's governance, and whether the investments made by ratepayers are being fairly valued. Additionally, the study will explore the potential for other regional transmission organizations that may better serve West Virginia, as well as the feasibility of establishing a state-specific organization similar to Texas's. The findings and recommendations from this study are to be reported to the Legislature's Regular Session in 2026.
