This bill aims to amend the Code of West Virginia by adding a new section, 16-53-4, which outlines the structured progression of treatment for individuals with substance use disorder. The proposed framework consists of three distinct phases: initiation, stabilization, and maintenance. During the initiation phase, patients must complete a comprehensive test and then undergo qualitative testing every two weeks for six weeks. In the stabilization phase, testing shifts to every 45 days for one year, and in the maintenance phase, patients are required to be tested every six months.

Additionally, the bill stipulates that at any time a treatment provider wishes to assess a patient's compliance, the patient must be prepared to provide either a qualitative or quantitative test upon request. This structured approach is designed to ensure consistent monitoring and support for individuals undergoing treatment for substance use disorder, ultimately aiming to improve outcomes and facilitate recovery.
