The bill proposes the addition of a new section, designated 20-2-43, to the Code of West Virginia, which establishes two types of wildlife viewing stamps: Class WV for residents and Class WVV for nonresidents. These stamps will allow holders of a Class Q hunting permit to view wildlife on state-owned properties and roads, with certain restrictions. The bill specifies that the stamps can only be used in a regularly licensed vehicle and excludes utility-terrain vehicles (UTVs) and all-terrain vehicles (ATVs). The fees for these stamps will be determined by the Division of Natural Resources and require legislative approval.

Additionally, the revenue generated from the sale of these stamps will be deposited into the State Treasury and allocated to the Division of Natural Resources for wildlife resource program expenses. The stamps will be issued in a form prescribed by the director and will be required in conjunction with a valid hunting or fishing license. Notably, the provisions of this section will not apply to Coopers Rock State Forest or Kanawha State Forest. The overall aim of the bill is to create a wildlife viewing program that enhances recreational opportunities in West Virginia.
