This bill aims to amend the Code of West Virginia by removing the existing prohibition against establishing additional all-terrain vehicle (ATV), off-highway recreational vehicle (ORV), and utility-terrain vehicle (UTV) trail systems within state parks and state forests. Specifically, it deletes the language that currently restricts the Parks and Recreation Section of the Division of Natural Resources from creating new trail systems, while also allowing for the development of connector trails and access points from private systems to state facilities.

Additionally, the bill grants the Director of the Division of Natural Resources the authority to promulgate emergency legislative rules and other necessary rules to implement these changes effectively. This legislative change is intended to enhance recreational opportunities within state parks and forests by facilitating the establishment of new trail systems for ATV, ORV, and UTV users.
