Under the proposed implementation guidelines, the Division of Highways will assess the feasibility of the "Super Two" design for all new roadways that do not necessitate a four-lane highway. If adopted, these new roadways will adhere to existing Appalachian Development Highway standards, ensuring that they can be easily upgraded to four-lane highways in the future. The Division of Highways is also encouraged to collaborate with other states' Departments of Highways for support in the design and execution of these projects.
