This bill proposes the addition of a new section, designated 17-4-56, to the Code of West Virginia, 1931, aimed at establishing "Super Two" highways for the construction of certain new roadways. The Legislature recognizes that existing two-lane roads can pose safety risks for drivers, particularly when passing slower vehicles or navigating with large trailers. The "Super Two" design, which includes periodic passing lanes, is intended to enhance traffic flow and safety on these roads. This design has been successfully implemented in other states, such as Texas, and is seen as a cost-effective solution compared to constructing continuous four-lane highways.
Under the bill, the Division of Highways is tasked with evaluating the feasibility of the "Super Two" design for all new roadways that do not necessitate a four-lane construction. If implemented, these new roadways must adhere to existing Appalachian Development Highway standards, including lane width and grade level crossings. Additionally, the Division of Highways is required to acquire four-lane rights-of-way along these Super Two highways to facilitate future upgrades to four-lane roads. The bill also allows for coordination with other states' Departments of Highways to assist in the design and implementation of these projects.
