This bill amends the Code of West Virginia to exempt honorably discharged veterans from paying registration fees for special military license plates, with the exception of a $10 initial application fee. The legislation allows the Division of Motor Vehicles to continue issuing special plates for active, retired, or honorably discharged military personnel, as well as for the next of kin of service members killed in combat. The bill specifies that the initial application fee is the only charge for the first special plate issued, eliminating any additional fees for registration, renewal, or licensing of the vehicle associated with that plate.

Additionally, the bill clarifies that surviving spouses may retain the use of their deceased spouse's military license plate until certain conditions are met, such as remarriage or failure to renew the plate. The legislation also outlines the requirements for applicants to provide documentation to prove their eligibility for the special plates and allows for the issuance of plates recognizing military organizations, contingent upon a minimum number of applicants.
