The resolution requests the Division of Highways to designate a section of State Route 16, starting at the northern city limits of Gauley Bridge, West Virginia, and extending for one mile in Fayette County, as the "U.S. Navy Seaman First Class USN Guy Harlow Waugh Memorial Road." This honor is in recognition of Guy Harlow Waugh's life and service, who was born on April 13, 1925, in Marting, WV, and served in the United States Navy from November 2, 1943, until his discharge on January 19, 1946. During his military service, he earned several commendations, including the American Theater Ribbon and the Victory Medal.

After his military service, Waugh returned to his community, where he took on various roles, including serving as the Mayor of Gauley Bridge. He continued to contribute to his community until his passing on March 31, 2007. The resolution also calls for the installation of signs at both ends of the designated road section to commemorate his legacy, and it instructs the Clerk of the House to forward a copy of the resolution to the Commissioner of the Division of Highways.
