The proposed bill aims to establish a Tri-Share pilot program in West Virginia to enhance childcare services for employees. Under this program, the state, employers, and employees will each contribute one-third of the total childcare costs for dependent children aged from birth to 17 years. The Department of Human Services is tasked with developing and implementing this three-year pilot program, which will take place in three urban and two rural counties starting July 1, 2025. Eligibility for the program is limited to employees whose household income falls between 150% and 250% of the Federal Poverty Level and who do not qualify for existing childcare subsidies.
Additionally, the bill mandates the Department of Human Services to create guidelines for the program and to provide technical assistance, potentially through contracts with experienced training providers. Upon completion of the pilot, if deemed effective in improving childcare stability, affordability, access, and quality, the Department may consider implementing a similar statewide program. The Department is also required to report annually to the Legislative Oversight Commission on Health and Human Resources Accountability regarding participation rates, childcare availability, costs, and the program's impact on workforce participation and training access for parents and caretakers.
