The resolution requests the Division of Highways to designate a specific portion of Route 2 in Benwood, Marshall County, as the "Gold Star Mother Catherine Blake Highway," honoring Catherine Blake, who lost two sons during World War I. Edward Leo Blake, serving in the U.S. Navy, perished with the loss of the U.S.S. Cyclops in March 1918, while William Thomas Blake was killed in action in the Argonne Forest, France, on October 21, 1918. Catherine Blake is recognized as one of the few Double Gold Star Mothers in America at the time of her sons' deaths and is believed to be the only one in Marshall County.

The resolution further requests that the Division of Highways erect signs along this stretch of roadway to clearly identify it as the "Gold Star Mother Catherine Blake Highway." Additionally, it instructs the Clerk of the House to send a copy of the resolution to the Commissioner of the Division of Highways to ensure the request is formally acknowledged and acted upon.
