In addition to the reporting changes, the bill establishes a program by the State Board of Education that allows high school students to earn elective course credits for participating in approved extended learning opportunities outside the traditional classroom. It sets forth eligibility criteria for program providers, the application process for accreditation, and the evaluation and monitoring of these programs. The bill also mandates that county boards provide high-quality educational facilities and instructional materials aligned with state standards, prohibits the use of the Three-Cueing Systems Model for teaching reading, and allows for grade retention recommendations for students in early grades based on their mastery of subject matter. Furthermore, it introduces new annual reporting requirements for the state board on the multi-tiered system of support for literacy and numeracy, while ensuring that students with disabilities and English language learners are given appropriate considerations regarding retention.
