The bill aims to amend the West Virginia Second Amendment Preservation and Anti-Federal Commandeering Act by explicitly prohibiting federal commandeering of state law enforcement for the enforcement of federal firearms laws. It establishes that no state agency or employee may be compelled by the federal government to act under executive orders or congressional acts. This reinforces the state's autonomy in matters related to firearms regulation.

Additionally, the bill introduces a misdemeanor penalty for federal officials, agents, or employees who attempt to enforce any federal decree or writ in West Virginia that has not been specifically approved by Congress or issued through due process. Upon conviction, these individuals could face fines of up to $500 or imprisonment for up to one year and a day, or both. The enforcement of this provision is designated to the Attorney General of West Virginia.
