Additionally, the bill increases the cap on total project costs for certain water and wastewater facility projects eligible for funding from $2 million to $3 million. It also introduces a new provision allowing for grants to be made for upgrading water or wastewater facilities aimed at reducing maintenance and operational costs, as well as minimizing waterline leakages, with a project cost limit set at $300,000.

Furthermore, the bill clarifies that existing grant limitations and allocations do not apply to those made from the Critical Needs and Failing Systems Sub Account, thereby providing more flexibility in funding critical infrastructure projects. The changes aim to address urgent needs in water and wastewater services, particularly in aging facilities, and to support the expansion of services to new customers.
