The bill amends the Code of West Virginia to enhance child safety education in public schools, specifically targeting grades three through twelve. It mandates that students in grades three through six receive annual age-appropriate instruction in child sexual abuse prevention and personal safety and assault prevention, with an exception allowing parents or guardians to opt-out their children from the latter. Additionally, students in grades seven through twelve are required to receive annual instruction on dating violence and sexual violence prevention. The bill also stipulates that parents or guardians must be notified at least one week prior to any personal safety instruction.

Furthermore, the bill establishes training requirements for public school employees, mandating initial training upon employment and refresher training every three years. This training will focus on recognizing and responding to child sexual abuse and neglect, as well as promoting healthy development among students. Notably, the requirements outlined in this section are made voluntary for public charter schools and nonpublic schools. The state board is tasked with promulgating rules to implement these educational and training requirements by July 1, 2025.
