The bill amends and reenacts section 18-2-41 of the Code of West Virginia to enhance child safety education in public schools. It mandates that students in grades three through six receive annual age-appropriate instruction on child sexual abuse prevention and personal safety, with an exception allowing parents or guardians to opt-out of the personal safety instruction upon written request. Additionally, students in grades seven through twelve will receive annual instruction on dating violence and sexual violence prevention. The bill also requires schools to notify parents or guardians at least one week prior to the personal safety instruction.

Furthermore, the bill establishes a framework for the training of public school employees, requiring them to undergo training upon employment and every three years thereafter, focusing on recognizing and responding to child sexual abuse. The state board is tasked with promulgating rules to ensure comprehensive training that includes recognizing inappropriate behaviors and supporting healthy child development. Notably, the requirements outlined in this section are made voluntary for public charter schools and nonpublic schools.
