This bill aims to enhance academic support for children in foster care in West Virginia by establishing a new article in the state code. It mandates the development of a strategic plan by the state superintendent, in collaboration with the West Virginia Department of Human Services, to monitor and improve reading and math skills for children currently or previously in the foster care system. Additionally, the bill requires the Commissioner for the Bureau for Social Services to work with the Department of Education to ensure that foster children have access to comprehensive academic support services. These services will include an online math tool with various educational resources and tutoring options, available in all out-of-home placements. Furthermore, by December 31, 2025, the Departments of Human Services and Education must submit a report to the Joint Committee on Government and Finance detailing educational attainment metrics for foster children, comparing them to their non-foster peers, and evaluating the effectiveness of the academic support services provided.
