1 AN ACT supplementing and amending the appropriations of public moneys out of the Treasury
2 from the balance of moneys remaining as an unappropriated surplus balance in the State
3 Fund, General Revenue, to the Executive, Governor’s Office, Civil Contingent Fund, fund
4 0105, fiscal year 2025, organization 0100, by supplementing and amending the
5 appropriations for the fiscal year ending June 30, 2025.
6 WHEREAS, The Governor submitted the Executive Budget Document to the Legislature
7 on January 10, 2024, containing a statement of the State Fund, General Revenue, setting forth
8 therein the cash balance as of July 1, 2023, and further included the estimate of revenue for the
9 fiscal year 2024, less net appropriation balances forwarded and regular and surplus
10 appropriations for the fiscal year 2024, and further included recommended expirations to the
11 unappropriated surplus balance of the State Fund, General Revenue; and
12 WHEREAS, The Governor submitted to the Legislature an Executive Message dated May
13 19, 2024, which included a revised estimate of revenues for the State Fund, General Revenue,
14 and recommended supplementary appropriations for the fiscal year 2024; and
15 WHEREAS, The Governor submitted to the Legislature an Executive Message dated
16 September 30, 2024, which included a statement of the State Fund, General Revenue, setting
17 forth therein the cash balance as of July 1, 2024, and further included the estimate of revenue for
18 the fiscal year 2025, less net appropriation balances forwarded and regular and surplus
19 appropriations for the fiscal year 2025; and
20 WHEREAS, It appears from the Executive Message, Statement of the State Fund, General
21 Revenue, there remains an unappropriated surplus balance in the State Treasury which is
22 available for appropriation during the fiscal year ending June 30, 2025; therefore Be it enacted by the Legislature of West Virginia:
1 That the total appropriation for the fiscal year ending June 30, 2025, to fund 0105, fiscal
2 year 2025, organization 0100, be supplemented and amended by adding a new item of
3 appropriation as follows:
