1 AN ACT supplementing and amending the appropriations of public moneys out of the Treasury
2 from the balance of moneys remaining as an unappropriated balance in the State Fund,
3 General Revenue, to the Department of Transportation, Division of Highways, fund 0620,
4 fiscal year 2024, organization 0803, by supplementing and amending the appropriations
5 for the fiscal year ending June 30, 2024, by increasing an existing item of appropriation.
1 WHEREAS, The Governor submitted the Executive Budget Document to the Legislature
2 on January 10, 2024, containing a statement of the State Fund, General Revenue, setting forth
3 therein the cash balance as of July 1, 2023, and further included the estimate of revenue for the
4 fiscal year 2024, less net appropriation balances forwarded and regular and surplus
5 appropriations for the fiscal year 2024, and further included recommended supplemental
6 appropriations from the balance of the State Fund, General Revenue;
1 WHEREAS, The Governor submitted to the Legislature an Executive Message dated May
2 19, 2024, which included a revised estimate of revenues for the State Fund, General Revenue, for
3 the fiscal year 2024; and
1 WHEREAS, It appears from the Executive Budget document, Statement of the State
2 Fund, General Revenue and the Executive message, there remains an unappropriated balance
3 in the State Treasury which is available for appropriation during the fiscal year ending June 30,
4 2024; therefore Be it enacted by the Legislature of West Virginia:
1 That Chapter 11, Acts of the Legislature, Regular Session, 2023, known as the budget bill,
2 fund 0620, fiscal year 2024, organization 0803, be supplemented and amended to read a as
3 follows:
4 TITLE II – APPROPRIATIONS.
5 Section 1. Appropriations from general revenue.

19 7 70099) shall be transferred to the cash balance of the State Road Fund to be utilized by the
20 8 Division of Highways.
