1 AN ACT supplementing and amending the appropriations of public moneys out of the Treasury
2 from the balance of moneys remaining as an unappropriated balance in the State Fund,
3 General Revenue, to the Department of Veterans’ Assistance, fund 0456, fiscal year 2024,
4 organization 0613, by supplementing and amending the appropriations for the fiscal year
5 ending June 30, 2024, by increasing existing items of appropriation.
1 WHEREAS, The Governor submitted the Executive Budget Document to the Legislature
2 on January 10, 2024, containing a statement of the State Fund, General Revenue, setting forth
3 therein the cash balance as of July 1, 2023, and further included the estimate of revenue for the
4 fiscal year 2024, less net appropriation balances forwarded and regular and surplus
5 appropriations for the fiscal year 2024, and further included recommended supplemental
6 appropriations from the balance of the State Fund, General Revenue;
1 WHEREAS, The Governor submitted to the Legislature an Executive Message dated May
2 19, 2024, which included a revised estimate of revenues for the State Fund, General Revenue,
3 for the fiscal year 2024; and
1 WHEREAS, It appears from the Executive Budget document, Statement of the State
2 Fund, General Revenue and the Executive message, there remains an unappropriated balance
3 in the State Treasury which is available for appropriation during the fiscal year ending June 30,
4 2024; therefore Be it enacted by the Legislature of West Virginia:
1 That the total appropriation for the fiscal year ending June 30, 2024, to fund 0456, fiscal
2 year 2024, organization 0613, be supplemented and amended by increasing an existing item of
3 appropriation as follows:
