1 AN ACT supplementing and amending the appropriations of public moneys out of the Treasury
2 from the balance of moneys remaining as an unappropriated balance in the State Fund,
3 General Revenue, to the Department of Education, State Board of Education – State
4 Department of Education, fund 0313, fiscal year 2024, organization 0402, by
5 supplementing and amending the appropriations for the fiscal year ending June 30, 2024,
6 by increasing existing items of appropriation.
1 WHEREAS, The Governor submitted the Executive Budget Document to the Legislature
2 on January 10, 2024, containing a statement of the State Fund, General Revenue, setting forth
3 therein the cash balance as of July 1, 2023, and further included the estimate of revenue for the
4 fiscal year 2024, less net appropriation balances forwarded and regular and surplus
5 appropriations for the fiscal year 2024, and further included recommended supplemental
6 appropriations from the balance of the State Fund, General Revenue;
7 WHEREAS, The Governor submitted to the Legislature an Executive Message dated May
8 19, 2024, which included a revised estimate of revenues for the State Fund, General Revenue,
9 for the fiscal year 2024; and
10 WHEREAS, It appears from the Executive Budget document, Statement of the State Fund,
11 General Revenue and the Executive message, there remains an unappropriated balance in the
12 State Treasury which is available for appropriation during the fiscal year ending June 30, 2024;
13 therefore Be it enacted by the Legislature of West Virginia:
1 That the total appropriation for the fiscal year ending June 30, 2024, to fund 0313, fiscal
2 year 2024, organization 0402, be supplemented and amended by increasing existing items of
3 appropriation as follows:
