1 A BILL supplementing and amending the appropriations of public moneys out of the Treasury
2 from the balance of moneys remaining as an unappropriated balance in the State Fund,
3 General Revenue, to the Department of Transportation, Division of Highways, fund 0620,
4 fiscal year 2024, organization 0803, by supplementing and amending the appropriations
5 for the fiscal year ending June 30, 2024, by increasing an existing item of appropriation.
1 WHEREAS, The Governor submitted the Executive Budget Document to the Legislature
2 on January 10, 2024, containing a statement of the State Fund, General Revenue, setting forth
3 therein the cash balance as of July 1, 2023, and further included the estimate of revenue for the
4 fiscal year 2024, less net appropriation balances forwarded and regular and surplus
5 appropriations for the fiscal year 2024, and further included recommended supplemental
6 appropriations from the balance of the State Fund, General Revenue;
7 WHEREAS, The Governor submitted to the Legislature an Executive Message dated May
8 19, 2024, which included a revised estimate of revenues for the State Fund, General Revenue,
9 for the fiscal year 2024; and
10 WHEREAS, It appears from the Executive Budget document, Statement of the State Fund,
11 General Revenue and the Executive message, there remains an unappropriated balance in the
12 State Treasury which is available for appropriation during the fiscal year ending June 30, 2024;
13 therefore Be it enacted by the Legislature of West Virginia:
1 That Chapter 11, Acts of the Legislature, Regular Session, 2023, known as the budget
2 bill, fund 0620, fiscal year 2024, organization 0803, be supplemented and amended to read as
3 follows:
4 TITLE II – APPROPRIATIONS.
5 Section 1. Appropriations from general revenue.

15 3 The above appropriation for Directed Transfer (fund 0620, appropriation 70000) shall be
16 4 transferred to the cash balance of the State Road Fund to be utilized by the Division of
17 5 Highways.
18 6 The above appropriation for Directed Transfer - Surplus (fund 0620, appropriation
19 7 70099) shall be transferred to the cash balance of the State Road Fund to be utilized by the
20 8 Division of Highways.
NOTE: The purpose of this supplemental appropriation bill is to add a new item of
appropriation in the aforesaid account for the designated spending unit for expenditure during the fiscal year 2024.
