House Resolution 12 [By Delegate Lucas, on behalf of the Members of the House of Delegates] [Introduced on March 1, 2024] Memorializing the life of Charles Everett Romine, Jr.Whereas, Charles Everett Romine, Jr. was born on January 16, 1936, in Spencer, Roane County, West Virginia, the son of the late Shirley Mae and Charles Everett Romine Sr.; andWhereas, Charles Romine was a 1954 graduate of Huntington High School, where he flourished as a student leader and musician in the Pony Express Marching Band playing the tuba and sousaphone for football games and at band festivals; andWhereas, Charles Romine matriculated at Marshall College, where he studied business while working full-time and was a member of Sigma Phi Epsilon Fraternity, graduating in 1958 from Marshall; andWhereas, Charles Romine built his insurance agency with State Farm shortly after graduating from Marshall College, a company he represented for more than 40 years; andWhereas, Charles Romine was selected as Huntington Man of the Year in 1968, and shortly after he was first elected to the West Virginia House of Delegates, a position to which he was re-elected several times over the next 50 years until his retirement from public service in 2018 at the age of 83; andWhereas, Delegate Charles Romine was awarded one of the State's great honors in 2018, The Distinguished West Virginia Award, in thanks for his life of dedicated service in both the public and private sectors to The Mountain State; andWhereas, Delegate Charles Romine was preceded in death by his wife of nearly 66 years, Phyllis Romine; his parents, Shirley Mae and Charles E. Romine, Sr.; his sisters, Alice and Judy, and their husbands; and Delegate Charles Romine is survived by his children, Charles Ill and wife Mary Ann, Dr. (Colonel) David and wife Vickie, and Anne and husband Steve; and by his grandchildren Reed, Grant, Alex, Emma, Anna, and Lauren, and great-grandson Alex Logan; andWhereas, the constituents of the State of West Virginia, friends, and associates of Delegate Charles Romine recognize his dedicated public service to the Great State of West Virginia, and acknowledge his valuable contributions to the State; therefore, be itResolved by the House of Delegates: That the House of Delegates hereby memorializes the life of the Honorable Charles Everett Romine, Jr.; and, be it Further Resolved, That the House of Delegates hereby extends its sincere sympathy at the passing of the Honorable Charles Everett Romine, Jr.; and, be itFurther Resolved, That the Clerk of the House of Delegates forward a copy of this resolution to the family of the Honorable Charles Everett Romine, Jr.
