HOUSE CONCURRENT RESOLUTION 92(By Delegates Dillon, Ross, Howell, W. Clark, DeVault, Jennings, Gearheart, Ellington, Statler, Vance, and Dean)[Introduced February 27, 2024; referred to the Committee on Rules] Requesting that the Joint Committee on Government and Finance engage in a study to examine the effect of the Economic Development Authority matching funds of up to $1,000,000 per county to facilitate aid to counties responsible for Emergency Medical Services (EMS) coverage, creating plans for said coverage across the counties in question, the role of creating more roles within the medical community could have on job creation and population retention in said counties, and alternatives to ambulances when both emergency and non-emergency travel is needed to a hospital.Whereas, The Legislature finds that access to basic services, such as Emergency Medical Services, is a necessary prerequisite for economic growth across West Virginia; andWhereas, The Legislature finds that matching funds up to $1,000,000 from the Economic Development Authority may help facilitate better planning and coverage, including creating redundancies so that emergency services will always be available from any number of sources, for counties where EMS coverage may be lacking; andWhereas, The Legislature finds that more funding may help create more opportunities for other members of the medical community to engage with EMS services and may help create jobs in the field that could help provide income for those already in the field and attract new members to the field, thus increasing the likelihood of trained medical personnel residing in this state; andWhereas, The Legislature finds that alternatives may exist to ambulances for both emergency and non-emergency circumstances and that matching funds would help to explore and facilitate these alternative methods; therefore, be itResolved by the Legislature of West Virginia:That the Joint Committee on Government and Finance engage in a study to examine the effect of the Economic Development Authority matching funds of up to $1,000,000 per county to facilitate aid to counties responsible for Emergency Medical Services (EMS) coverage, creating plans for said coverage across the counties in question, the role that creating more roles within the medical community could have on job creation and population retention in said counties, and alternatives to ambulances when both emergency and non-emergency travel is needed to a hospital; and be itFurther resolved, That the Joint Committee on Government and Finance shall report to its findings, conclusions, and recommendations along with drafts of any legislation necessary to effectuate its recommendations during the Regular Session of the Legislature in 2025; and be itFurther resolved, That the expenses necessary to conduct this study, prepare a report, and draft necessary legislation will be paid from legislative appropriations of the Joint Committee on Government and Finance.
