HOUSE CONCURRENT RESOLUTION 94(By Delegate E. Pritt)[Introduced February 27, 2024; referred to the Committee on Rules] Request the Joint Committee on Government and Finance study the cost of mandating all school systems in West Virginia to stock menstrual products for female students.Whereas, Lack of access to menstrual products, or the inability to afford menstrual products affects approximately 25 percent of female students; and Whereas, Lack of access to menstrual products makes students more likely to miss school. It has been shown that access to menstrual products in schools has resulted in increased attendance rates; therefore, be itResolved by the Legislature of West Virginia:That the Joint Committee on Government and Finance is hereby requested to study the cost of mandating all school systems in West Virginia to stock menstrual products for female students; and, be itFurther Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2025, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be itFurther Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
