HOUSE CONCURRENT RESOLUTION 34 (BY Delegates Garcia, DeVault, Mallow, and Summers)[Introduced on January 17, 2024; Referred to the Committee on Technology and Infrastructure then Rules]Requesting the Division of Highways name the bridges numbered 25-079/00-132.07 (NB) and 25-079/00-132.07 (SB), BARIDs 25A132 and 25A133, at 39.4324950947195, -80.1866889479929 and 39.4326457695149, -80.1866584277802, known locally as the "MIDDLETOWN MALL OVERPASS", the "U.S. Army Staff Sargent Harlie Steven Gabbert Memorial Bridge".Whereas, Harlie Steven Gabbert, originally from Farmington, WV, lived a life of distinction worthy of being remembered; andWhereas, Mr. Gabbert finished high school a year early in 1961, despite being a member of the Class of 1962, so he could enter the Army more quickly; andWhereas, Mr. Gabbert began his first tour of duty in Vietnam in 1966 with the Army Paratroopers before being transferred to Okinawa as a Staff Sargent at the end of his tour; andWhereas, Mr. Gabbert was stationed in Okinawa for more than two years before returning to combat with the Fifth Special Forces Green Berets; andWhereas, Mr. Gabbert was awarded the Bronze Star Medal, Bronze Star Medal with Oakleaf Cluster, the Army Commendation Medal, a Meritorious Unit Citation for ground operations against hostile forces in Vietnam, a Good Conduct Medal, the National Defense Service Medal, the Vietnamese Service Medal, the Vietnamese Campaign Medal, and the Combat Infantryman's Badge; andWhereas, Mr. Gabbert died during his service and was laid to rest at Beverly Hills Memorial Gardens in Morgantown, WV, under a gravestone memorializing his many military accomplishments that stands as a testament to the bravery and sacrifice he made for his country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name the bridges numbered 25-079/00-132.07 (NB) and 25-079/00-132.07 (SB), BARIDs 25A132 and 25A133, at 39.4324950947195, -80.1866889479929 and 39.4326457695149, -80.1866584277802, known locally as the "MIDDLETOWN MALL OVERPASS",  the "U.S. Army Staff Sargent Harlie Steven Gabbert Memorial Bridge" and, be itFurther Resolved, That the Division of Highways is hereby requested to erect signs containing bold and prominent letters identifying the bridge as the "U.S. Army Staff Sargent Harlie Steven Gabbert Memorial Bridge" and, be itFurther Resolved, That the Clerk of the House forward a certified copy of this resolution to the Commissioner of the Division of Highways.
