HOUSE CONCURRENT RESOLUTION 19(By Delegate Linville)[Introduced January 15, 2024; referred to the Committee on Technology and Infrastructure then Rules]Requesting the Division of Highways name bridge number: 20-039/00-000.05 (38.4628604688791 -81.5001270435965) locally known as Shady Sadie’s Bridge, carrying CR 33 over Little Sandy Creek in Kanawha County, the "CPL Thomas Lowell Wines Memorial Bridge".Whereas, Thomas Lowell Wines was born on April 25, 1947, in Kanawha County, and was the son of Dennie M. Wines and Verla M. Baer Wines; and Whereas, Thomas Lowell Wines grew up in the Leatherwood community between Sissonville and Elkview in Kanawha County and was a graduate of Sissonville High School; and Whereas, Thomas Lowell Wines was drafted and entered the U.S. Army; and Whereas, CPL Thomas Lowell Wines was qualified as an infantryman and began his tour of duty in Vietnam on April 10, 1968, where he served in Company C, 3rd Battalion, 1st Infantry Regiment, 11th Infantry Brigade, American Division; andWhereas, CPL Thomas Lowell Wines, while in the field in Quang Ngai Province, South Vietnam, was killed in a hostile action by an enemy explosive device on June 23, 1968; andWhereas, CPL Thomas Lowell Wines arrived home to West Virginia and was interred in the John Beane Cemetery, Sissonville, West Virginia; andWhereas, CPL Thomas Lowell Wines received the following commendations and awards in honor of his service in the U.S. Army: the Purple Heart, National Defense Service Medal, Vietnam Campaign Medal, Vietnam Service Medal, Vietnam Gallantry Cross, Army Good Conduct Medal, the Army Presidential Unit Citation and the Combat Infantryman Badge and Marksmanship Badge; and  Whereas, CPL Thomas Lowell Wines’ name is inscribed on the Vietnam War Memorial in Washington, D. C. on Panel 55W, Line 025, in recognition of his service and his ultimate sacrifice for our country; andWhereas, with the money received from his death benefit, CPL Thomas Lowell Wines’ mother bought a house near the Little Sandy Bridge which is now sought to be named in his honor; andWhereas, It is fitting that an enduring memorial be established to commemorate U.S. Army CPL Thomas Lowell Wines and honoring his life and his contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to bridge number: 20-039/00-000.05 (38.4628604688791 -81.5001270435965) locally known as Shady Sadie’s Bridge, carrying CR 33 over Little Sandy Creek in Kanawha County, the "CPL Thomas Lowell Wines Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs at both ends identifying the portion of road as the "CPL Thomas Lowell Wines Memorial Bridge"; and, be itFurther Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
