HOUSE CONCURRENT RESOLUTION 20(By Delegate Linville)[Introduced January 15, 2024; referred to the Committee on Technology and Infrastructure then Rules.] Requesting the Division of Highways name bridge number: 20-033/00-005.06 (38°33'23.9 -81°33'45.0) locally known as the Yukon Bridge, carrying CR 33 over the Pocatalico River in Kanawha County, the " U.S. Army SP4 Donnie Lee Hackney Memorial Bridge".Whereas, Donnie Lee Hackney was born on March 15, 1949, in Kanawha County, and was the son of Columbus O. Hackney. and Audra M. Pauley Hackney; and Whereas, Donnie Lee Hackney grew up in the Poca River community outside Sissonville, Kanawha County and was a graduate of Sissonville High School; and Whereas, Donnie Lee Hackney entered the U.S. Army and was qualified as a heavy construction equipment operator; he began his tour of duty in Vietnam on July 1, 1969, where he served in that capacity in the 984th Land Clearing Company of the 62nd Engineer Battalion; andWhereas, SP4 Donnie Lee Hackney, while operating a Rome Plow, an armored bulldozer, was killed in a hostile action by an enemy explosive device in Binh Duong Province, South Vietnam on August 19, 1969; andWhereas, SP4 Donnie Lee Hackney arrived home to West Virginia and was interred in the Jones Cemetery, Sissonville, West Virginia; andWhereas, SP4 Donnie Lee Hackney received the following commendations and awards in honor of his service in the U.S. Army: the Bronze Star Medal, the Purple Heart, National Defense Service Medal, Vietnam Campaign Medal, Vietnam Service Medal, Vietnam Gallantry Cross, Army Good Conduct Medal, and the Army Presidential Unit Citation; and  Whereas, SP4 Donnie Lee Hackney’s name is inscribed on the Vietnam War Memorial in Washington, D. C. on Panel 19W, Line 068, in recognition of his service and his ultimate sacrifice for our country; andWhereas, It is fitting that an enduring memorial be established to commemorate U.S. Army SP4 Donnie Lee Hackney and honoring his life and his contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name 20-033/00-005.06 (38°33'23.9 -81°33'45.0) locally known as the Yukon Bridge, carrying CR 33 over the Pocatalico River in Kanawha County, the "U.S. Army SP4 Donnie Lee Hackney Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs at both ends identifying the portion of road as the "U.S. Army SP4 Donnie Lee Hackney Memorial Bridge"; and, be itFurther Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
