HOUSE CONCURRENT RESOLUTION 14(By Delegates Howell, Hillenbrand, Thorne, Ward, Miller, and Hott )[Introduced on January 12, 2024; Referredto the Committee on Technology and Infrastructure then Rules]Requesting the Division of Highways name WV County Route 9 "Knobley Road" from the Intersection of WV 46 in Mineral County, 39.42856825760402, -78.92824325494573 following WV County Route 9 "Knobley Road" north to the intersection of WV County Route 9/3 "Reeves Road", 39.47173628860812, -78.88864608955976 as the "Assistant Chief David Timothy "Tim" Wilson Memorial Road."Whereas, David Timothy Wilson was born on Nov. 9, 1962, as the son of the late Robert Wilson and Sarah "Sally" Wilson; andWhereas, David Timothy Wilson was a 1980 graduate of Bruce High School, and graduated from Allegany College of Maryland and Frostburg State University; andWhereas, David Timothy Wilson had a love for the fire service and trains, and he became a volunteer with McCoole Fire and Rescue at age 13; andWhereas, David Timothy Wilson's volunteer service led to a career as he designed fire apparatus for New Lexington Fire Equipment Company, Rosenbauer America and Pierce Manufacturing; andWhereas, David Timothy Wilson designed units which have served companies throughout the region in the mission of saving life and property; andWhereas, David Timothy Wilson took great pride in seeing the process from the initial conception to the delivery of the unit to the station; andWhereas, David Timothy Wilson was the assistant chief with McCoole when the department disbanded and he went on to volunteer with neighboring Rawlings Fire Department and was an auxiliary member of the Fountain Volunteer Fire Department; andWhereas, David Timothy Wilson had a hobby for trains, and he was a historian for the local railways as he could often be found in the Cumberland area watching for a train and waiving to the crew as they would pass by; andWhereas, David Timothy Wilson, in the early years of the Western Maryland Scenic Railroad, worked for the Allegany Central as a fireman and brakeman; andWhereas, David Timothy Wilson has been seen through his images over the years as he captured everything from winning touchdowns to devastating accidents in his award winning pictures, which appeared in both the Mineral Daily News-Tribune and Cumberland Times-News; andWhereas, In the early years, David Timothy Wilson would take and then develop his own photos in the darkroom; andWhereas, While he always provided the best pictures possible, David Timothy Wilson never seemed to realize the difference his photos made in the lives of others; andWhereas, David Timothy Wilson worked with Hi-Rock Animal Hospital and was a member of the Hi-Rock and Hampshire Animal Veterinary Team helping to take care of many precious, family pets over the past 16 years; andWhereas, David Timothy Wilson's latest project was working with Mineral County with the design of the recently opened administrative annex and the planning for the new expansion of the facilities; andWhereas, David Timothy Wilson recently began attending Oak Dale Covenant Brethren Church with his former wife and longtime friend Melanie Wilson; andWhereas, Sadly, David Timothy Wilson passed away on August 17, 2023; andWhereas, For these reasons it is fitting and proper that the roadway be named in honor of David Timothy Wilson; therefore, be itResolved by the Legislature of West Virginia:That the Division of Highways name WV County Route 9 "Knobley Road" from the Intersection of WV 46 in Mineral County, 39.42856825760402, -78.92824325494573 following WV County Route 9 "Knobley Road" north to the intersection of WV County Route 9/3 "Reeves Road", 39.47173628860812, -78.88864608955976 as the "Assistant Chief David Timothy "Tim" Wilson Memorial Road"; and, be itFurther Resolved, That the Commissioner of the Division of Highways is requested to erect signs at both ends of the bridge containing bold and prominent letters proclaiming the bridge as the " Assistant Chief David Timothy "Tim" Wilson Memorial Road "; and, be itFurther Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
