SENATE CONCURRENT RESOLUTION 12(By Senators Swope, Chapman, and Karnes)[Introduced January 12, 2024] Requesting the Division of Highways name bridge 24-007/00-001.28 (24A381), (37.45980, -81.70401), locally known as Big Sandy Bridge, carrying CR 07 over Tug Fork in McDowell County, the "U.S. Army Private Raymond Lee Perkins Memorial Bridge".Whereas, Raymond Lee Perkins was born on January 12, 1925, the son of Lewis and Florence Perkins at Hensley, West Virginia; andWhereas, Private Raymond Lee Perkins, unmarried, enlisted in the U.S. Army and was a member of the 741st Tank Battalion; andWhereas, Private Raymond Lee Perkins was killed in the Battle of Normandy on July 11, 1944; at the age of 19 years.  He was awarded, posthumously, the Bronze Star and Purple Heart; andWhereas, Private Raymond Lee Perkins was buried at Normandy American Cemetery in France.  He left no family of his own, excepting his parents and after 80 years is survived by great nieces and great nephews; andWhereas, It is fitting that an enduring memorial be established to commemorate Private Raymond Lee Perkins and his contributions to our state and country, a young man who made the ultimate sacrifice for his country to preserve the freedoms we enjoy today; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name bridge 24-007/00-001.28 (24A381), (37.45980, -81.70401), locally known as Big Sandy Bridge, carrying CR 07 over Tug Fork in McDowell County, the "U.S. Army Private Raymond Lee Perkins Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U.S. Army Private Raymond Lee Perkins Memorial Bridge"; and, be itFurther Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the Commissioner of the Division of Highways.
