HOUSE CONCURRENT RESOLUTION 7(By Delegate Hillenbrand)[Introduced January 10, 2024; referred to the Committee on Technology and Infrastructure then Rules]Requesting the Division of Highways name Bridge Number: 29-013/00-005.67 () (29A078), (39.29672, -78.93246) locally known as RUSSELDALE BRIDGE, carrying CR 13 over PATTERSON CREEK in Mineral County, the "U. S. Navy Radarman 3rd Class Craig W. Haines Memorial Bridge".Whereas, Craig W. Haines was born on August 9, 1946. He lived in Burlington, went to Burlington Elementary school, graduated from Keyser High School I believe in 1964, in 1965 and he attended Potomac State College until he enlisted into the Navy in 1966 from Keyser, Mineral County, West Virginia; andWhereas, On February 17,1970, Petty Officer Third Class Craig W. Haines was declared a casualty of the Vietnam War. He was serving with PCF-22 Coastal Division 11, Task orce-115, U.S. Navy forces Vietnam, in Kien Giang Province, South Vietnam. He received the Navy Commendation Medal with Valor Device, National Defense Service Medal, Vietnam Service Medal, and Vietnam Campaign Medal. He was survived by his mother Mrs. Ward M. Haines Jr; andWhereas, It is fitting that an enduring memorial be established to commemorate U. S. Navy Radarman 3rd Class Craig W. Haines and his contributions and ultimate sacrifice to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name Bridge Number: 29-013/00-005.67 () (29A078), (39.29672, -78.93246) locally known as RUSSELDALE BRIDGE, carrying CR 13 over PATTERSON CREEK in Mineral County, the "U. S. Navy Radarman 3rd Class Craig W. Haines Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U. S. Navy Radarman 3rd Class Craig W. Haines Memorial Bridge"; and,Be itFurther Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways
