SENATE CONCURRENT RESOLUTION 5(By Senators Stuart, Phillips, and Karnes)[Introduced January 10, 2024]Requesting the Division of Highways name a portion of Van High School Road (county route 11/5), from its intersection with WV 85, for one tenth of a mile, in Boone County, the "U.S. Army 1LT Herschel Jarrell Memorial Road".Whereas, Herschel A. Jarrell was born May 2, 1919, in Van, West Virginia, the son of Sullivan and Laura Price Jarrell; Herschel had two brothers and three sisters; andWhereas, U.S. Army 1LT Herschel A. Jarrell attended Van High School, graduating in 1936, and briefly attended Greenbrier Military Academy in Lewisburg. He later went to West Virginia University from 1937-1939, where he played football and was enrolled in ROTC; andWhereas, U.S. Army 1LT Herschel A. Jarrell was appointed to the United States Military Academy at West Point and graduated in 1943 as a second lieutenant in the United States Army Air Corps. On January 19, 1943, Herschel married Sue Haislip of Logan in the West Point Chapel; andWhereas, After graduation, then U.S. Army 1LT Herschel A. Jarrell was assigned as a commander of a B-17 bomber crew and in 1943 was shipped overseas to England and was assigned to the 708th Squadron of the 447th Heavy Bombardment Wing and was followed by a promotion to first lieutenant; andWhereas, On January 11, 1944, U.S. Army 1LT Herschel A. Jarrell was participating in a raid into Germany, with an assigned target of a factory in Brunswick. During the attack, his plane's bomb bay was struck by an air-to-air missile from a German fighter plane, causing it to explode. The plane went down near Rehburg, Germany, and by one account, killing the entire crew. Another account stated that two of the crew members survived; andWhereas, U.S. Army 1LT Herschel A. Jarrell and his crew members who were killed were buried by the citizens of Rehburg at Hoya-Weser Cemetery. His remains were returned for a memorial service on June 1, 1949, in Van; andWhereas, It is fitting that an enduring memorial be established to commemorate U.S. Army 1LT Herschel A. Jarrell and his contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name a portion of Van High School Road (county route 11/5), from its intersection with WV 85, for one tenth of a mile, in Boone County, the "U.S. Army 1LT Herschel Jarrell Memorial Road"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the portion of road as the "U.S. Army 1LT Herschel Jarrell Memorial Road"; and, be itFurther Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the Commissioner of the Division of Highways.
