1 A BILL supplementing and amending the appropriations of public moneys out of the Treasury from
2 the balance of moneys remaining as an unappropriated surplus balance in the State Fund,
3 General Revenue, to the Governor’s Office – Civil Contingent Fund, fund 0105, fiscal year
4 2024, organization 0100, by supplementing and amending the appropriations for the fiscal
5 year ending June 30, 2024.
1 WHEREAS, The Governor submitted to the Legislature the Executive Budget Document
2 dated January 11, 2023, which included a statement of the State Fund, General Revenue, setting
3 forth therein the cash balance as of July 1, 2022, and further included an estimate of revenues for
4 the fiscal years 2023 and 2024, less net appropriation balances forwarded for fiscal year 2023 and
5 regular and surplus appropriations appropriated and recommended for the fiscal years 2023 and
6 2024: and
1 WHEREAS, The Governor submitted to the Legislature an Executive Message, dated
2 August 6, 2023, which included an updated Statement of the State Fund, General Revenue,
3 setting forth therein the cash balance as of July 1, 2023 and further included a revised estimate of
4 revenues for the fiscal year 2024, less net appropriation balances forwarded and regular and
5 surplus appropriations for the fiscal year 2024; and
1 WHEREAS, It appears from the Executive Message dated August 6, 2023, Statement of
2 the State Fund, General Revenue, there now remains an unappropriated surplus balance in the
3 Treasury which is available for appropriation during the fiscal year ending June 30, 2024; therefore Be it enacted by the Legislature of West Virginia:
1 That the total appropriations for the fiscal year ending June 30, 2024, to fund 0105, fiscal
2 year 2024, organization 0100, be supplemented and amended by adding new items of
3 appropriation as follows:

16 From the above appropriation Non-Federal Funds Grant Match – Surplus (fund 0105,
17 appropriation XXXXX), $85,000,000 shall be for the West Virginia Water Development Authority
18 (fund 3382).
NOTE: The purpose of this supplemental appropriation bill is to add new items of
appropriation in the aforesaid account for the designated spending unit for expenditure during the fiscal year 2024.
