With the passage of this bill, school districts will have the ability to increase their revenue limit by the amount spent on energy efficiency projects by adopting a resolution at any time after the bill becomes law.

Additionally, the bill modifies the criteria for energy efficiency projects that qualify for revenue limit adjustments. It specifies that such projects must be designed to reduce energy consumption, operating costs, conserve water resources, or improve metering accuracy, but no longer includes compliance with state or local building codes as a qualifying factor. The bill also introduces a provision stating that if a school board issues a bond or note or obtains a state trust fund loan to finance an energy efficiency project, the resolution adopted will remain valid for each school year in which the school board pays debt service on the bond, note, or loan.
