Senate Bill 962 establishes a new requirement for individuals traveling by bicycle on groomed mountain biking trails or other state-owned trails, mandating that they possess a bicycling permit or a temporary bicycling permit receipt. The bill specifies that the permit must be visibly affixed to the bicycle, or the individual must carry proof of the temporary permit receipt, which can be shown to Department of Natural Resources (DNR) officials upon request. Exceptions to this requirement include vehicle admission areas and individuals participating in organized events or holding a trail pass. The bill also clarifies that a bicycling permit does not grant permission to ride in areas where bicycling is prohibited.
The DNR is tasked with issuing both the bicycling permits and temporary receipts, with fees set at $40 for adults, $20 for children aged 12 and older, and free for those under 12. Additionally, a 75-cent issuing fee applies to permits for individuals aged 12 and older, with agents authorized to retain 50 cents of this fee as compensation. The bill also includes provisions for the DNR to appoint non-employee agents to assist in the issuance of permits and receipts, and it allows the DNR to create rules governing these agents' activities.
