Assembly Bill 1005 amends the admission policies for the University of Wisconsin System by establishing that undergraduate admission decisions will primarily rely on college entrance examination performance or similar objective testing measures. This change is made with the exception of applicants who qualify for the existing guaranteed admission program, which allows Wisconsin high school students in the top 10 percent of their class, or the top 5 percent for UW-Madison, to gain admission based on their class rank and grade point average.

The bill modifies current law by deleting a reference to a single subsection and inserting new language that emphasizes the use of objective criteria for admissions. Specifically, it creates a new subsection that defines college entrance examinations, such as the ACT and SAT, and mandates that these scores be the predominant factor in admission decisions, while still maintaining the guaranteed admission program for eligible students. The provisions of this act will first apply to applications for the 2027-28 academic year.
