Senate Bill 847 mandates the creation and maintenance of written resource guides that inform adult inmates and juveniles in custody of their rights. The Department of Corrections (DOC) is responsible for the guides for adult inmates in state correctional institutions, while county sheriffs will handle those for county jails and houses of correction. The bill requires that these guides be updated annually or within one week of any legal or institutional changes affecting inmates' rights. Additionally, the guides must be posted throughout the facilities and provided to inmates upon entry, during transfers, or upon request. For juveniles, the DOC will maintain similar guides for various juvenile facilities, ensuring that the rights of juveniles are also clearly communicated.

The bill also outlines the process for developing these resource guides, which will be contracted out to a legal organization experienced in civil rights advocacy. This organization must engage with representatives from government and advocacy groups, employ formerly incarcerated individuals for at least 30% of the contract funds, and complete the guides by June 30, 2027. The provisions for maintaining the resource guides will take effect on July 1, 2027, and the bill includes a fiscal appropriation of $200,000 for the 2025-26 fiscal year to support this initiative.
