Senate Bill 504 establishes regulations for health insurance plans that rent their networks of dental service providers to other entities. The bill mandates that defined network plans, preferred provider plans, limited service health organizations, and other insurers that cover dental services must include a notification in contracts with dental service providers, indicating their practice of network rental and providing a list of current entities to which the network may be rented. Additionally, these plans must notify dental service providers within 45 days if their contract has been rented to another entity, identifying that entity in the notification.
Furthermore, the bill stipulates that any person who acquires a network of dental service providers through rental must adhere to all terms of the original contract, including any discounted rates. It also allows dental service providers to terminate their participation in the rented contract without affecting their original contract with the insurance plan. The provisions of this bill will apply to contracts or agreements entered into, modified, or renewed after its effective date, superseding any conflicting terms in existing agreements.
