Assembly Bill 388 mandates the Department of Health Services (DHS) to award a one-time grant to Rogers Behavioral Health for the construction of an integrated mental health facility in the Chippewa Valley region during the fiscal year 2025-26. This facility will include a crisis stabilization unit, a residential treatment center, a partial hospitalization/intensive outpatient program, and supportive living arrangements, aimed at providing a comprehensive continuum of care for adolescents and adults facing mental health challenges. The grant will only be awarded if Rogers Behavioral Health submits a letter of intent and proof of land acquisition for the facility.

Additionally, the bill creates a new appropriation account for the integrated mental health facility grant program, while also repealing the previous version of the same statute. The effective date of the act is set for the day after publication, with the repeal of the prior statute taking effect on July 1, 2027.
