Assembly Bill 343 aims to enhance the state categorical aid program for pupil mental health and wellness by broadening the scope of eligible expenditures. The bill proposes to repeal several existing provisions related to the reimbursement structure for local education agencies (LEAs) that employ social workers. Notably, it eliminates the requirement that LEAs must increase their spending to qualify for aid, allowing any LEA that incurs costs for hiring or retaining pupil services professionals—including school counselors, social workers, psychologists, and nurses—to receive reimbursement. The bill also consolidates and renumbers certain sections of the law to streamline the process.

In addition to these changes, the bill amends the funding appropriations for mental health and pupil wellness aid, increasing the budget by $16.5 million for the fiscal year 2025-26 and $18 million for 2026-27. This financial boost is intended to support the expanded eligibility criteria and ensure that more schools can access necessary resources for mental health services. The act will take effect following its publication or the publication of the 2025 biennial budget act, whichever is later.
