Senate Bill 155 mandates that owners of parking structures in Wisconsin must engage a professional engineer to inspect the structural integrity of their facilities at least once every five years. The bill requires that the first inspection occurs within five years of the bill's effective date, with subsequent inspections every five years thereafter. Owners are also obligated to submit a report of the inspection results to the appropriate plan review authority, which may be the Department of Safety and Professional Services or the local governing body if they are authorized to conduct commercial building plan examinations.
To enforce compliance, the bill establishes penalties for owners who fail to conduct the required inspections. Specifically, if an inspection is not performed within the designated timeframe, the owner will incur a forfeiture of $200 for each month of non-compliance during a six-month grace period following the inspection deadline. If the owner still has not conducted the inspection one year after the deadline, the Department of Safety and Professional Services is required to close the parking structure until it is inspected and deemed safe for use.
