Assembly Bill 91 mandates that the Milwaukee Public Schools (MPS) and the City of Milwaukee ensure the presence of at least 25 school resource officers (SROs) in schools within the district. The bill specifies that MPS will bear 75% of the costs associated with this requirement, while the City will cover the remaining 25%. Both entities are required to enter into an agreement to implement these requirements within 30 days of the bill's enactment and must jointly certify to the Joint Committee on Finance that the SROs are present. If the agreement is terminated, a similar certification process must be followed.

Additionally, the bill introduces financial penalties for non-compliance. The Department of Administration is authorized to withhold 10% of the City’s supplemental aid if they fail to provide evidence of the agreement or certification of SRO presence. Similarly, the Department of Public Instruction may withhold 20% of per pupil aid to MPS under the same conditions. The bill also includes provisions for the training of law enforcement officers designated as SROs and outlines the consequences for both the City and MPS if they do not meet the established deadlines for compliance.
