Senate Bill 66 aims to address the issue of registration plate concealment devices by creating new statutes that prohibit their possession, sale, purchase, installation, and use. A registration plate concealment device is defined as any manual, electronic, or mechanical device that can switch between multiple registration plates, obstruct or conceal a registration plate, or alter the appearance of a registration plate to make the registration number unreadable. The bill also stipulates that no motor vehicle may be equipped with such devices, and any vehicle found to be in violation may be impounded, with the owner responsible for the costs of towing and impounding.

Violators of this new law may face penalties including a fine of up to $1,000, imprisonment for up to 90 days, or both. The bill introduces new legal language under sections 347.495 and 347.50 (6) of the statutes, establishing these prohibitions and penalties. Additionally, the Joint Review Committee on Criminal Penalties may be requested to prepare a report due to the creation of a new crime or the revision of an existing penalty.
