1 AN ACT to repeal 20.867 (3) (v); and to create 20.435 (1) (bd) of the statutes;
2 relating to: transfer from the state building trust fund to the general fund,
3 funding for grants to support hospital emergency department services, and
4 making an appropriation.
Analysis by the Legislative Reference Bureau
This bill transfers $15,000,000 from the state building trust fund to the general
fund and eliminates a $15,000,000 appropriation for a Building Commission grant
in the 2021-22 fiscal year that was not used by a health system for the purpose of
expanding psychiatric bed space. The bill increases the appropriation to the Joint
Committee on Finance for supplemental appropriations by $15,000,000 for fiscal
year 2023-24 for grants to support hospital emergency department services.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
5 SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
6 the following amounts for the purposes indicated:

6 SECTION 2. 20.435 (1) (bd) of the statutes is created to read:
7 20.435 (1) (bd) Hospital emergency department services grants. Biennially, the
8 amounts in the schedule for grants to support hospital emergency department
9 services.
10 SECTION 3. 20.867 (3) (v) of the statutes is repealed.
11 SECTION 4.0Fiscal changes.
12 (1) TRANSFER TO THE GENERAL FUND. There is transferred from the state building
13 trust fund to the general fund $15,000,000 in fiscal year 2023-24.
14 (2) JOINT COMMITTEE ON FINANCE SUPPLEMENTATION. In the schedule under s.
15 20.005 (3) for the appropriation to the joint committee on finance under s. 20.865 (4)
16 (a), the dollar amount for fiscal year 2023-24 is increased by $15,000,000 for grants
17 to support hospital emergency department services.
