1 AN ACT to create 16.281 of the statutes; relating to: online clearinghouse of
2 information for small businesses in Wisconsin.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Administration to establish on the
Internet a clearinghouse of information for small businesses in Wisconsin. Under
the bill, DOA must coordinate with the Wisconsin Economic Development
Corporation, the Wisconsin Housing and Economic Development Authority, the
Departments of Workforce Development and Revenue, local governments, local
economic development organizations, and any other person DOA considers
appropriate, to publish information relevant to small businesses on the
clearinghouse, including information relating to all of the following:
1. Bidding opportunities for small businesses to participate in state and local
government contracts.
2. Economic development programs, whether public or private, that may offer
benefits to small businesses.
3. Courses of instruction, networking opportunities, and other events or
opportunities encouraging the establishment, development, and expansion of small
businesses.
4. Requirements for small businesses to obtain from the state or a local
government any license, permit, or other authorization.
5. Requirements for small businesses to pay any tax, fee, assessment, or other
charge imposed by the state or a local government.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
1 SECTION 1. 16.281 of the statutes is created to read:
2 16.281 Small business clearinghouse. (1) ESTABLISHMENT OF
3 CLEARINGHOUSE. The department shall establish on the Internet a clearinghouse of
4 information for small businesses in this state.
5 (2) INFORMATION PUBLISHED ON CLEARINGHOUSE. The department shall
6 coordinate with the Wisconsin Economic Development Corporation, the Wisconsin
7 Housing and Economic Development Authority, the departments of workforce
8 development and revenue, local governments, local economic development
9 organizations, and any other person the department considers appropriate, to
10 publish information relevant to small businesses on the clearinghouse established
11 under sub. (1), including information relating to all of the following:
12 (a) Bidding opportunities for small businesses to participate in state and local
13 government contracts.
14 (b) Economic development programs, as defined in s. 238.01 (3), whether public
15 or private, that may offer benefits to small businesses.
16 (c) Courses of instruction, networking opportunities, and other events or
17 opportunities encouraging the establishment, development, and expansion of small
18 businesses.
19 (d) Requirements for small businesses to obtain from the state or a local
20 government any license, permit, or other authorization.
