2023 ASSEMBLY JOINT RESOLUTION 83
October 12, 2023 - Introduced by Representatives MELOTIK, ARMSTRONG, MURPHY,
O'CONNOR and TRANEL, cosponsored by Senators KNODL, JACQUE and
SPREITZER. Referred to Committee on Rules.
1 Relating to: supporting the people of Iran in their quest for a democratic
2 government.
3 Whereas, the people of Iran have bravely protested for their fundamental rights
4 and freedoms for years, and the Iranian regime has suppressed such protests with
5 repressive forces, arresting thousands and killing hundreds; and
6 Whereas, since September 2022, protests have erupted in at least 100 cities
7 across Iran in response to the death of Mahsa Amini, a 22-year-old Kurdish Iranian
8 woman who was arrested by morality police for a violation of Iran's mandatory dress
9 code; and
10 Whereas, these protests are rooted in more than four decades of organized
11 resistance against the Iranian dictatorship and are led by women who have endured
12 torture, sexual and gender-based violence, and death; and
13 Whereas, for years, the Iranian regime has also arbitrarily and brutally
14 suppressed ethnic and religious minorities—including Iranian Kurds, Baluchis,

1 Arabs, Christians, Jews, Baha'is, Zoroastrians, and Sunni Muslims—depriving
2 them of their fundamental human rights, and in many cases executing them; and
3 Whereas, senior Iranian government, military, judicial, and security officials
4 have for decades ordered and committed egregious human rights violations and acts
5 of terror against Iranian citizens; and
6 Whereas, the Iranian people are now rejecting monarchic dictatorship and
7 religious tyranny, and demanding social freedom and political change, including the
8 universal right to vote, free elections, a market economy, a foreign policy based on
9 peaceful coexistence, and gender, religious, and ethnic equality as specified in the
10 opposition leader Maryam Rajavi's 10-point plan for the future of Iran; and
11 Whereas, the similarity in slogans and tactics used by protestors nationwide
12 reflect the overarching demands of the Iranian people and point to the organized
13 nature of the protests; and
14 Whereas, Wisconsinites support the Iranian people's desire for a democratic,
15 secular, and nonnuclear Republic of Iran; now, therefore, be it
16 Resolved by the assembly, the senate concurring, That the Wisconsin
17 Legislature condemns past and present violations of human rights and
18 state-sponsored terrorism by the Iranian government and stands in solidarity with
19 the people of Iran in their quest for a democratic and secular republic government
20 that respects the rights and dignity of all individuals.
