1 AN ACT relating to: healthy aging grants and making an appropriation.

This bill directs the Department of Health Services to allocate as a grant
$378,000 in each fiscal year of the 2023-25 fiscal biennium to a private, nonprofit
entity that conducts certain activities related to healthy aging, including
coordinating the implementation of evidence-based health promotion programs to
support healthy aging; serving as a statewide clearinghouse on evidence-based falls
injury, disease prevention, self-management, and health promotion programs;
providing training and technical assistance to the staff of county departments,
administering agencies, and other providers of services to aging populations; and
collecting and disseminating information on falls injury, disease prevention, and
health promotion in healthy aging populations.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
2 SECTION 1.0Nonstatutory provisions.
3 (1) HEALTHY AGING GRANT. From the appropriation under s. 20.435 (1) (a), the
4 department of health services shall allocate as a grant $378,000 in each fiscal year

1 of the 2023-25 fiscal biennium to a private, nonprofit entity that conducts all of the
2 following activities:
3 (a) Implementing and coordinating efforts to reduce older adult falls through
4 the Falls Free Wisconsin initiative to raise awareness of falls prevention strategies,
5 provide tools and resources to reduce falls, and support local falls prevention
6 initiatives with a focus on partnerships between aging services, public safety
7 services, and health care providers to reduce the burden and costs.
8 (b) Coordinating the implementation of evidence-based health promotion
9 programs to support healthy aging.
10 (c) Serving as a statewide clearinghouse on evidence-based falls injury, disease
11 prevention, self-management, and health promotion programs.
12 (d) Providing training and technical assistance to the staff of county
13 departments, administering agencies, and other providers of services to aging
14 populations.
15 (e) Collecting and disseminating information on falls injury, disease
16 prevention, and health promotion in healthy aging populations.
17 (f) Coordinating public awareness activities related to falls injury, disease
18 prevention, and health promotion in aging populations.
19 (g) Advising the department of health services on public policy issues
20 concerning falls injury, disease prevention, and health promotion in aging.
21 SECTION 2.0Fiscal changes.
22 (1) HEALTHY AGING GRANT. In the schedule under s. 20.005 (3) for the
23 appropriation to the department of health services under s. 20.435 (1) (a), the dollar
24 amount for fiscal year 2023-24 is increased by $378,000 and the dollar amount for

1 fiscal year 2024-25 is increased by $378,000 to award the grants under SECTION 1 (1)
2 of this act.
3 SECTION 3.0Effective date.
4 (1) This act takes effect on the day after publication, or on the 2nd day after
5 publication of the 2023 biennial budget act, whichever is later.
